The unclassified name Project Caesar was used to cover the installation of the system and a cover story developed regarding the shore stations, identified only as a Naval Facility , being for oceanographic research. In 1985, as the fixed bottom arrays were supplemented by the mobile Surveillance Towed Array Sensor System and other new systems were coming on line, the name itself changed to Integrated Undersea Surveillance System . The commands and personnel were covered by the "oceanographic" term until 1991 when the mission was declassified. As a result, the commands, Oceanographic System Atlantic and Oceanographic System Pacific became Undersea Surveillance Atlantic and Undersea Surveillance Pacific, and personnel were able to wear insignia reflecting the mission. On April 7, the advance of the Union II Corps encountered Confederate forces entrenched on high ground near Cumberland Church.
By 2015, the base had changed its public image, winning recognition in the Army Communities of Excellence awards program with a Silver Award in 2012, and Bronze Awards in 2013 and 2014. Units trained at Fort Lewis would serve with distinction in both the Pacific and European theaters during World War II. Prisoner of war compounds were constructed to house German and Italian POWs until the end of the war. Fort Lewis units also participated in major operations in the modern-day, including Operation Just Cause and Operations Desert Shield and Desert Storm. Joint Base Lewis–McChord is a training and mobilization center for all services and is the only Army power projection base west of the Rocky Mountains in the Continental United States.
The Making of a Photograph: Commitment March
Not all personnel assigned to the facility had access to the operational part of the installations. The early arrangement can be seen in the vertical photograph of Naval Facility Nantucket and later in the photograph of Naval Facility Brawdy below. Equipment in the terminal buildings was installed by specially cleared Western Electric Company personnel. The combination of research and engineering under Jezebel and Michael into an actual broad area surveillance system as seen by Project Hartwell's Frederick V. Hunt became the Sound Surveillance System with the acronym SOSUS. The unclassified name Project Caesar was given to cover development and installation of the resulting system.
In 1961 the system proved its effectiveness when it tracked USSGeorge Washington on her first North Atlantic transit to the United Kingdom. The first detection of a Soviet nuclear submarine occurred on 6 July 1962 when NAVFAC Barbados recognized and reported contact #27103, a Soviet nuclear submarine west of Norway coming into the Atlantic through the Greenland-Iceland-United Kingdom gap. In 1968, the first detections of Victor and Charlie class Soviet submarines were made, while in 1974 the first Delta-class submarine was observed.

An Issei doctor was appointed to manage each facility, and additional healthcare staff worked under his supervision, although the USPHS recommendation of one physician for every 1,000 inmates and one nurse to 200 inmates was not met. Overcrowded and unsanitary conditions forced assembly center infirmaries to prioritize inoculations over general care, obstetrics, and surgeries; at Manzanar, for example, hospital staff performed over 40,000 immunizations against typhoid and smallpox. Those who were detained in Topaz, Minidoka, and Jerome experienced outbreaks of dysentery. The WRA was created by President Roosevelt on March 18, 1942, with Executive Order 9102 and it officially ceased to exist on June 30, 1946. Milton S. Eisenhower, then an official of the Department of Agriculture, was chosen to head the WRA. Within nine months, the WRA had opened ten facilities in seven states, and transferred over 100,000 people from the WCCA facilities.
Ord's men began their march on March 27–28 and arrived near Hatcher's Run to take the positions occupied by the II Corps on the morning of March 29. Brigadier General Ranald Mackenzie's cavalry division from the Army of the James joined Sheridan on March 28. After the Overland Campaign, on June 15–18, 1864, two Union Army corps failed to seize Petersburg from a small force of Confederate defenders at the Second Battle of Petersburg, also known as Grant's first offensive at Petersburg. By June 18, the Army of Northern Virginia reinforced the Confederate defenders, ending the possibility of a quick Union victory. The smaller Confederate Army was strong enough to maintain their defenses and to detach some units for independent operations but not large enough to send a field army out to fight a major battle with the Union force that might compel a retreat.

Experienced operators that could detect subtle differences and with practice could detect faint signatures of targets were vital to detection. It was soon apparent that the Navy's practice of short term tours and transfer out of the system was a problem. Commander Ocean Systems Atlantic launched an effort in 1964 to create a rating peculiar to SOSUS and allow personnel to remain within the community. It took five years for Bureau of Personnel to create the rating of Ocean Technician .

Detainees of Japanese descent were first sent to one of 17 temporary "Civilian Assembly Centers", where most awaited transfer to more permanent relocation centers being constructed by the newly formed War Relocation Authority . Some of those who reported to the civilian assembly centers were not sent to relocation centers, but were released under the condition that they remain outside the prohibited zone until the military orders were modified or lifted. Almost 120,000 Japanese Americans and resident Japanese aliens were eventually removed from their homes on the West Coast and Southern Arizona as part of the single largest forced relocation in U.S. history. The relocation centers faced opposition from inland communities near the proposed sites who disliked the idea of their new "Jap" neighbors. In addition, government forces were struggling to build what would essentially be self-sufficient towns in very isolated, undeveloped, and harsh regions of the country; they were not prepared to house the influx of over 110,000 inmates.
Since Japanese Americans living in the restricted zone were considered too dangerous to conduct their daily business, the military decided it had to house them in temporary centers until the relocation centers were completed. Upon the bombing of Pearl Harbor and pursuant to the Alien Enemies Act, Presidential Proclamations 2525, 2526 and 2527 were issued designating Japanese, German and Italian nationals as enemy aliens. Information gathered by US officials over the previous decade was used to locate and incarcerate thousands of Japanese-American community leaders in the days immediately following Pearl Harbor (see section elsewhere in this article "Other concentration camps"). In Hawaii, under the auspices of martial law, both "enemy aliens" and citizens of Japanese and "German" descent were arrested and interned . The manifesto was backed by the Native Sons and Daughters of the Golden West and the California Department of the American Legion, which in January demanded that all Japanese with dual citizenship be placed in concentration camps.
Reaching as far as Amelia Springs, the other brigades of Crook's division under Brigadier General J. Irvin Gregg and Colonel Charles H. Smith provided reinforcements, allowing Davies's force to reach Jetersville with their prisoners, guns and teams. A week later, Lee said the delay at Amelia Court House assured the Confederate defeat and surrender. Some modern historians have emphasized the failure to have an expected pontoon bridge at the Genito Road crossing was the key factor in keeping Lee's trailing divisions from reaching Amelia Court House on April 4. A pontoon bridge had been placed at Goode's Bridge but traffic there became heavily congested because the approaches to Bevill's Bridge also were blocked by high water. Consolidation continued in 1987 with NAVFAC Whidbey Island, Washington, established with NAVFAC Pacific Beach's acoustic data routed to that facility. In 1975 Mizar left Naval Research Laboratory service and joined Project Caesar. In April 1974 the ship was reported as already being funded by Naval Electronics Systems Command , where the project program management resided, and no longer funded as an oceanographic ship. By 1979 it was the most recently built ship of the five project ships that then included cable repair ships Albert J. Myer and Neptune due for modernization and the larger repair ship Aeolus that was uneconomical to repair and marginal as a cable ship.
That secrecy led to misunderstandings and even potential breaches of security. Despite periods of realization both communities fell back into assumptions as a result of secrecy. On the submarine force side, there was a recurrent idea that SOSUS/IUSS could not detect U.S. submarines despite early SOSUS tracking USS George Washington across the Atlantic in its early days. Realization SOSUS could detect U.S. nuclear submarines led to the Navy's quieting program for those submarines and the assumption returned.
When the call was made, 10,000 young men from Hawaii volunteered with eventually 2,686 being chosen along with 1,500 from the continental U.S. The 100th Infantry Battalion landed in Salerno, Italy in September 1943 and became known as the Purple Heart Battalion. This legendary outfit was joined by the 442nd RCT in June 1944, and this combined unit became the most highly decorated U.S. military unit of its size and duration in U.S. military history. The 442nd's Nisei segregated field artillery battalion, then on detached service within the U.S. Army in Bavaria, liberated at least one of the satellite labor camps of the Nazis' original Dachau concentration camp on April 29, 1945, and only days later, on May 2, halted a death march in southern Bavaria.
